They may not of explained all that to her well enough. If she thought her pup was hurting really bad maybe she just wanted her to get help. I am what some consider elderly (not me myself as I am 59) and I know some ladies a lot older than me who could find themselves in the same type of situation. It breaks my heart thinking how she must of grieved after surrendering hers. We live on my husbands great pension but if something were to happen to him I am not sure I wouldn't find myself in the same boat, I pray not but we never know what life will throw at us. I to thought making her print a retraction was way over the top and put an even worse light on them.
