I'm not sure if they make these for samll dogs but I had a boxer who went nuts when someone camne to the door and would jump up on people. A trainer told me to get a "Gentle Leader". You can see these in pet catalogs etc. I'm sure you can find info on the internet too. It worked like a charm. Check them out. It must be very unsettling to worry if your dog would hurt someone.
