Personally, I think lack of papers is a major red flag in regards to the breeder.
A reputable breeder will always give you papers.
There are breeders (using the word loosely) that will sell the same puppy, at one price with full registration, a lower price with limited registration, and an even lower price with no papers. So, what happens to those papers that people choose not to pay for? A lot of paper-shuffling between litters most likely.
