  I'm not sure that is legal, medical doctors can't force you to purchase medications from a particular vendor.  You might try talking to the vet and taking an add from a 3rd party vendor showing the price difference.  I'd never use a vet who wouldn't be open to suggestions that would not compromise my dog's health but would save me $$. 
Also, from what I understand you MUST give Trifexis non a full stomach.  If your dog throws up the meds within one hour, the vet is supposed to replace it free of charge.  After an hour, it won't compromise his/her protection.
