2 females will often accept a male fairly easily. My kids are so used to others coming and going, they accept anything! He should be neutered before being placed in his new home....to be sure isn't being taken for breeding purposes. As a breeder, and a rescuer and fostermom, I have spayed and unspayed females and neutered and unneutered males. My boys are pretty good about using the pee pads....but they are trained very early in my home. My girls are all 98%+. Hey, you have dogs, you have pee. If you aren't sure, maybe you could foster him until a permanent home is found. If you need it, I'm happy to help.
