Your poor puppy. Hope she recovers quickly. Try to be calm and confident when you put the cream in her eyes. If she senses your nervousness or anxiousness about doing it, she will be worried and more fidgety.
Have a second person help hold her body. The towel is a good idea. When Max had to have eye drops. I steadied his head by carefully holding his chin (no pressure on neck). This might be more difficult with a tiny puppy head.
Also, if she has enough hair, you can hold the chin hair. It sounds cruel, but it isn't.
