Do you know anything of his history? For example is he used to be crated?
The food he was one? Is he used to walking outside on lead?

Once you know these things, try to create a similar environment for him.

You have a bit of dilemma here. But as I'm sure you have sussed out, he is very scared right now and it is going to take some time for him to adjust.

Has he accepted food from you yet?

What have you done about walking him?

Okay first item of business is to get him to eat.

Try just placing a saucer down with his known food, and you keep distant from the food. Call him for supper or breakfast. See if he will come and eat the food with you in the room. If no, then leave the room, and let him stay in the room you intend to feed him in.

Also if you like to cook, I'd try cooking up some lovely smelling dishes. Fish, roasted meats, etc. See if he will come into the kitchen to investigate those smells

If he doesn't eat the food, pick it up, cover it, wait for another hour, put it down again, and call him for supper or breakfast.

If he will eat from his dish, then next is to try to get him to take food from you.

You can start by sitting on the floor, and use a squeaky toy, then if he runs into investigate. Call him, and roll a treat along the floor towards him.

Enticing foods - kibble sprinkled with a little Parmesan cheese. Carrots, chicken breast, lamb, roast beef, etc.

If he is outside potty trained you will need to take him out. When he growls a firm NO or Bad Boy. Hopefully you have a fenced in yard you can take him outside to.

Give us some details, and we'll see if we can give some more appropriate advice.
