While there have always been problems with the breeding of purebred animals the rage for small sized dogs has made things much worse. Raising small breed dogs has become a sort of "cottage industry" in this country. Between the back yard breeders and the puppy mills there are just way too many animals being abused with this sort of careless, irresponsible breeding.
There still are malls with pet stores that sell puppies and most of them have an AKC litter registration slips. The majority of puppy mills and BYB's in this country are members in good standing with AKC. AKC has nothing to do with the quality of a pet. It is merely a piece of paper that is only as good as the breeder that possesses it.
