from my experience it sounds like a BYB. Letting whatever male mate with a female is not good. That's just not responsible breeding, that's haphazard breeding! I feel bad that all this happened to you. If you feel that the dogs are being mistreated by her, please report her. Same with her helpers. Look at this site and see if there's reason to report her for working conditions.
