Regardless of the reason for that recommendation, putting KY or anything else in that area as suggested, is very likely going to create some very confusing and lingering psychological issues for the Dog.
I do not recommend that you resolve this problem in that way.

LOL Absolutely no apology needed. Not sure if it's still an issue with him but when they were hanging out at my house, London (the morkie) was sitting on one of the chairs not doing anything... and there it was. He wasn't excited or anything, he was just sitting there looking around.
My friend took him to the vet every time it happened. Something about the foreskin being too loose so it'll happen from time to time. I think there was a point where it happened often enough that the vet just told her it's something she can put back at home and vet visit isn't really necessary. One of the weirdest "problem" I've seen a dog have... o_O
