I apologize for my previous demeanor, this no doubt is a clear issue of concern for you. But if it is a physical issue, then a trip to the Vet seems wise. I just could not help but think your Friend was playing a joke on you.
(a very bad joke in my opinion regretfully on second thoughts for me)
Regardless of the reason for that recommendation, putting KY or anything else in that area as suggested, is very likely going to create some very confusing and lingering psychological issues for the Dog.
I do not recommend that you resolve this problem in that way.
PS:
In reading tutters post, I think that (thought circumstantial) having someone other than you or another resident apply any medication or action for the Dog's benefit is highly recommended.
