My Jake (now 15) did that once the day before I had to leave on a 4 day trip to Philadelphia, and by best friend dog sat. I was told to put a cool (NOT cold) compress on his "tulius" and then put mineral oil on it. It went down and back in gradually. It was a little strange calling 3 times a day for "tulius check" until things were back to normal. Fortunately, my friend is a good egg and didn't mind having to touch his red rocket.
