Listen to Lynzy, she's an expert. I would call animal control, but I would do it NOW, not wait until 7 PM--tell them everything you have seen and heard. When I saw a dog with a broken chain caught in a bush in a neighbor's yard, I didn't think twice about it. I called, and stood there and watched and waited (consoling the dog from a distance) until animal control came and rescued the dog. They assured me that they would find the dog's owner. In this case, you already know who the owner is, so calling animal control should be a no-brainer.
