In the meantime, would it work for you to tape a pad up the side of the pen, too? Yes, you'll end up using twice as many pads but it should save you some headache. Ooh, and give him something to aim at- like a water bottle taped in place. Also, I don't think that having him altered will change how he pees- if he's a leg lifter now, he always will be. It may help with marking, though.
