You could try phoning police control, say you want to make a complaint, they will then take all the details, express how unhappy you are with the treatment you received and also the fact that someone who is far from qualified tried to insinuate your reactions to a difficult situation was mental health, how dare they? You can tell them about the messages and anything else you have, also the fact they are taken what this person who stole your dogs word, ask why? I would say that would make them take more of an interest, can imagine they will have a custody Sargent call you back regards to a complaint... but they would rather resolve a situation than have a formal complaint.
