If you have a solicitor you can talk to, I would recommend seeing if he or she could get a copy of not only your 999 calls but also of the original call made by your neighbor. Then, maybe you can use those in civil court. If you can't get them to search for the dogs, maybe you can get her for slander? IDK. Just tossing ideas out there.
