Not sure whether to feel better or worse
. DH talked to the neighbor today about his dog, afterwards we looked to see if it was out before taking ours out and we see the poor thing with a chain hooked to a sack on the end of it and attached to its collar. Not sure what is in it but I guess it is to prevent it from jumping over the fence. I am just not sure what to do or say anymore. I don't want the animal mistreated but I don't want mine in danger either. We are going to go check with the city on Monday about the fence ordinances and even we have to pay for it see what we can do.
