I understand the need for Animal Control under these circumstances, but, please realize this is an issue of Trespassing as well. It is the Dog's Owner's responsibility to control the animals activities, and the intrusion onto your property, the threat that represents to you and your property (dogs) is a Criminal Act. Photographic evidence of this (as has been recommended) will be very helpful in getting this issue resolved.
