This would be a wonderful thing! But I would guess, if a neighbor comes to you and TELLS you his dogs are animal aggressive, and he already KNOWS they can jump the fence and get to your little dogs, and yet has not already done something to rectify the problem on his own, I doubt he is concerned enough about this to pay for something he apparently considers YOUR problem. When it becomes HIS problem, then perhaps he will give it some thought.
