With your babies being on the small side, I would recommend a handlebar basket. Any load over 10 lbs I would suggest a rear carrier. Too heavy in the front will throw off your steering. I can get a lovely wicket Solvit basket. Nancy1999 has a few good pics of hers. These come with a shade cover too. They are "knockoffs" of the Nantucket baskets which can run about $100-130. The Solvit ones are about $70.

Other than that, any front basket will do. Just make sure you can put a cushion on the bottom, and there is a place to tether the leashes. Do some trial runs in your neighborhood to get them accustomed to it before you head out to, say, the beach or something.
