The panting after she had puppies is very normal. Also some females do get thinning hair while they are nursing puppies due to the puppies climbing on them and scratching them with their paws? Have you been keeping the nails clipped on the puppies? Also hormone changes can cause hair loss. If she is having skin issues along with the thinning hair or excessive scratching then I would recommend a visit to the vet
