That is a very small number of products that are available, so I think it is misleading to publish vague reports that "all" failed. I'm not saying other safety devices are necessarily safe, but I think they have a lot more work to do.
I would be happy to see a safety rating on a tether to use for my boys. The harness we use I feel good about. It's only the tether we are currently using that I don't have much confidence in.
