The short answer is yes. And there are pretty good puppy lemon laws in Florida - I think that is where you live.
No good and ethical breeder will let a puppy go, especially to a novice owner that is
weighing under 2lbs and less than 12 wks old. Some leeway of course for the bigger ones at 10 or 11 weeks who are weighing solidly in at 2.5 or 3lbs.
Razzle came to me a "novice" owner of a toy breed weighing in at just 2lbs and 12 wks old. He was so very tiney to my eyes.
I am so very sorry that this your first experience with a beautifull baby pup turned out this way. Please know that there are many ethical breeders out there, that can and will support you. Also know that here you will be supported.
