I'm sure they are consistently trying to produce these dogs but genetically they cannot produce that pop eyed look on a regular basis. They do manipulate things by using a mutant or a deformity but even that does not produce litters full of the same look.
I was breeding Persian and Himalayan cats years ago when breeders decided to go "extreme" with those poor cats. It did take many years of genetic manipulation to get those huge pop eyes and "no nose" cats to reproduce the look the wanted. They started out getting maybe one in a littler (if that) they considered "extreme." They would take that one and breed it to another that also had that kind of look. It was a lot of "too close" line breeding that was a horrible disservice to the cats. Many times breeding two extreme cats together did not produce a single extreme kitten. You cannot change hundreds of years of genetic history that quickly. I got out of breeding/showing then because I would not go along with breeding to change the whole structure of the head.
These people are doing even worse by out crossing to other breeds and using deformed and mutated animals. It is criminal. They advertize the ones that have the look they want people to think they are producing but they are not a breed and they are not something that is produced with proper breeding practices.
