It's just going to take him a while to get used to it. When you put it on him distract him by playing or with treats. I think leaving a harness on all the time would be uncomfortable. Callie scratched at hers a little when she first got one but now she gets nervous like when its off for baths and has even brought it to me to put back on here. Make sure it's soft though and not to big and bulky.
