Rufus does the same..if we are walking and a dog minds his own business Rufus doesn't do anything but if the dogs comes at us Rufus will growl and bark at the dog..I think it's more of a protective instinct but I'm scared that one day Rufus will react the wrong way on a loosen dog and things will get messy.
I'm working on teaching him not to react that way because he is so small and any other dog can harm him badly
