Actually, you're case is a great example of why some counties have found it necessary to get so tough. Right now, in your county, should Jackson be found without a license, it will cost you a big whooping 10 dollar penalty added to the cost of the license, which is 4 dollars for a neutered dog. For those with unaltered animals it's 15 for a license. The penalty is so low, people probably don't bother to get a license, and some will probably not get rabies vaccines as well, and of course, this could become very serious. Here's more information.
