I think that both are good options! We have been feeding Fromm on and off for the past year and have always had good results (we tend to stick with the grain-free varieties but Toki has done perfectly fine on all of the foods we've tried). You can ask your local store for samples as well! Our favorites are Game Bird and Surf & Turf...we recently got a bag of their new GF Pork and Peas so hopefully Toki will do just as well on that as the other varieties. You cannot beat this brand in terms of value, customer service, quality, etc!
We have also fed Blue Buffalo (Wilderness, Life Protection, and Basics) with no issues to 2 yorkies and a beagle. My parents' beagle is pretty sensitive and a picky eater and has done well on the grain-free Blue Buffalo Basics Turkey & Potato. I will say that although I like Blue Buffalo, I think it's expensive compared to other similar foods and I usually wait until I have a coupon or until they are having a sale before picking up a bag
