It looks like it is taken in a parking lot. I know a lot of breeders will meet you in lots so you don't come to their houses.
My daughter visited her breeder's house twice before she finally got her puppy. The breeder met her "in the middle" and they did exchange the pup in a parking lot. So, there ARE some reasonable explanations for this type of pic.
