It sounds like he really needs a dental not only can a tooth or gum infection spread and make the dog sick bad teeth can also cause other problems like heart disease. I am sure he is in pain and that it hurts trying to keep brushing them is just going to cause him more pain. My vet dentist said if there is a tooth problem and there eyes start watering that it means the infection is getting worse and spreading.
