Also, I'd talk to the downstairs neighbor to let them know they might have a flea infestation, because the fleas might be coming up from downstairs on a continual basis. If it's an apartment, this could be a hazard for humans and pets living in the complex, and it should be remedied ASAP. If that's the case, you might want to involve the apartment manager...
