I agree....even an unaltered male can be trained to behave even around a female in heat. It is up to the owner to train the dog properly so they are not a nuisance when out in public.

I think that it would be best to keep a female in heat on a leash when in the park since you never know if the intact males are properly trained. When my girls are in heat and we go to the small dog park, I always ask if there are any intact males there and i ask each new dog owner that arrives. I hold my girls or keep them in the stroller if the intact males are not obedience trained.
