Very likely a pair. Right now, they are probably brooding young, so the female is on the nest most of the time. Dad will do almost all the hunting to provide for the family.
As for where they nest, can be almost anywhere, trees, building ledges, power poles, whatever is safest from nest predators. The fact you're seeing this bird regularly indicates it has a territory there which includes possible nesting.
