Liberty is 2 yrs old now. When younger, the silver hair on him was more cottony and acted like that when combed - leaving some fuzzy stuff on the comb. He outgrew this stage and clearly now has beautiful silky hair - it's just now touching the ground. He's my blonde, "blue"nette, & redhead all rolled into one little dog! Maybe your little one will outgrow it.
I have used the intensive hair conditioner for color treated human hair on Liberty and it is awesome! If you want to try it, try a test patch first. Also, I use a dog spray-in detangler, "Tropical Grapefruit", by top paw for in between bath combings. It smells heavenly and works well!
