Being in Japan, I don't guess you would have an enclosed garage? Huey hates getting his feet wet, so we let him go in the basement in the garage portion when it is rainy. Concrete hoses off well. Would pee pads work? Maybe even put them out on the wet portion of the patio to keep his feet dry so he is still going outside?
