No, it's not bad! Lots of people here do it that way. But, if she's shaking, I'd say it is too much for her.
Here is what I would do. I'd put the bell away for now. If she's shaking, she's not responding well to it.
When you reintroduce it, I would just pretend that it's not even there. It's just part of the furniture, no big deal, nothing to be afraid of. It should ring automatically every time you open and close the door. When she's not afraid of it, you can give it an extra jingle when you open the door to call her attention to it. But, really, that should be all you need to do.
I've had several dogs now who learned to ring the bell to go outside. They all learned with the bell just hanging there and ringing naturally. I never encouraged any of them to ring it.
