I don't know where you live but where I live winters are so cold my girls a lot of times wont pee outside. My breeder had started Ruby on a potty park (I got one for under $30) so I continued w it and its nice when I can't get home from work in time. I use disposable pee pads for when I visit other people homes. But if I could I would have them go outside 24/7!!
Do some searches on here...there have been lots of threads discussing the pros and cons of all methods!
