Try this, and will take some patience. Find a good brush recommended by good pet store and begin using the back of the brush. If your dog likes to be petted this should work. Once settled down start turning the brush over and using the brush normally.

Ruger hated baths and being brushed. Now when I hold up the brush he jumps in my lap and when I run the water he jumps in the tub. Yes, he does run around like a maniac after his bath, but I now throw a towel over him immediately after bathing and dry him off as best I can. I start brusing him before he's completely dry, and I gave up using a dryer. He wouldn't stand for that at all.
