I totally agree with you, but to clarify I meant the puppymillers. Sorry I wasn't more clear. I can't stand brokers either, bc they are for the most part who keep the millers in business. Keeping dogs in cages 24/7 is abuse, and the penalties for it when busted aren't strong enough. The penalty should fit the crime. Lock them in a cage and throw away the key! Throw the brokers in there too while we're at it.
