I think the bigger problem is with the govt/law enforcement, that the fines and punishments aren't severe enough for people to think twice about abusing animals. They payoff is too great and the penalties just about a slap on the wrist. So they get a fine and go to jail for a night, so what? They only have a misdemeanor on their records, not a felony. I think they need to change it to felonies, and that animal abuse should be one in the same with a violent crime and they should get a strike against them. Three strikes and you're out, 25 years to life. I doubt that will ever happen.
