Many a Yorkie has drowned due to the weight of their hair (last summer 2 drowned in Phoenix) because they fell into the pool and their wet hair pulled them down. I had a dear friend lose her 13 year old blind Yorkie because she couldn't find the steps to get out. Also the walls are usually to high for a Yorkie to climb out if they fall in and it doesn't take long for them to be exhausted and drown.

I think you are okay if you always have a life preserver on them around water and I have heard wonderful stories of people swimming with their Yorkies in a pool with a life preserver. I don't think for the most part Yorkies love water like a lab does - how many of our dogs will go outside when it is raining .

If you have a pool and a Yorkie I think you have to be just as careful as if you had a two year old. You need to have a fence around the pool and also a device that will sound an alarm if something fell into the pool. It is always better to be safe than sorry.
