Only certain things show up under black lights, and pee/bodily fluids is definitely one of them. I strongly suspect you're seeing big pee spots. The concern is that, if the pee soaked thru all the way to the pad and under, the smell will still be there. You can soak the heck out of it, and it may help...but getting it out of the pad is tough, not to mention it's tough for the pad to try fully when you soak it w/ anything (pee or otherwise). The landlord may have to take up the carpet and pad, put down a layer of Kilz, and then re-carpet.
