yes for those vests that's what I do, I really want to make sure not only the fabric strip that the D ring is sewn to is strong, but that the whole area around the D ring is strong, otherwise the d ring and strip could pull off. that's why some people sew it at the waist, since you often have the double seam and skirt layer all coming together. I would do that with my vests, but since they are longer than the bodice of a dress is I was afraid the D ring would be to low down the back.
