My Sammy has this problem. He licks a lot there too. Just in the past week it was so bad that he licked until he had a red bloody spot. As soon as I saw it I took him to the vet and it turns out he was in pain and has an infections. It seams he has the beginings of kidney disorder.
now.. to my point.. after research it appears excessive licking and having the "red rocket" out too often COULD indicate a bladder infection, pain, and other problems. Just so you know!
