Sad New Yorkie pup has thin dry hair and very tiny

We brought home our first yoke yesterday, he is 10 wks and less than a pound. The breeder says he was born half the size of his litter mates and that he is silver or blue, he has very thin and dry hair, the breeder said this was more to do with his color but I don't believe he is blue. He seems healthy, eats very well, goes potty just fine on his own, and is a feisty little guy . I didn't pay much for him the breeder wasn't claiming anything special about his size. I'm wondering if anyone can help with ideas of what I could do if anything. I will take him to our vet soon but I unfortunately don't have a lot of confidence in his diagnosing anything that is uncommon. He is a great vet and wonderful guy but old school. Thanks for help . I want our little man to be with us a long time.

I can't get pics to upload but his hair is almost fine on his head and spine but fuller on his legs and shear and face
