As someone already said make sure you keep the leash short. Give him just enough leash to keep him right by your side. Put him in the sit position and give him a teat when he does that. Take one step and as you give the heel command. If he starts racing around then put him back in the sit. It may take a lot of repetition but he will learn, eventually, that he is going no where until he walks politely by your side.

They can be such little stinkers sometimes. It's hard not to laugh or just let them do what they want but I"m sure you would rather have a dog that walks as he should. He'll get it. Just keep the treats handy for when he even comes close to doing it right. That will help him to learn what you want him to do.
