I think you are failing to take into account a huge population of dog owners who either
cannot or
will not alter "their" property.
Leasers? Renters? HOA rules? What about visiting a dog park? a community pool like I have in my complex? "Fix Your Fence" just doesn't work in many many situations!
Last weekend I went to a dog park and also visited the home of a friend. I could not call ahead and have those areas secured. THis weekend (like many...) I am working in the home of a client and will be bringing Sugar and Curri with me. Very nice home. Very secure ~ but my 4#ers can escape or possibly fall through a loft railing indoors. Safety, to me, is worth hampering doggie spirit for a short time. My dogs FOR SURE would rather be with me wearing Puppy Bumpers than home alone or with a pet sitter.
Oh...Curri is getting spayed next Friday. She will wear the bumper instead of the "cone of shame"
