We have the same type of fence in our yard. We bought green vinyl-coated chicken wire to put on the bottom of our fence to keep our dogs safe. From the sidewalk or road, you can't even tell that the chicken wire is there!

Is there any kind of appeal process with your HOA board? I would think they would want your dog to be safe and would allow this modification to your fence.
