I'd rather just fix the fence and watch my dog out playing than have him have to wear that. It doesn't look that comfortable and I would think it would restrict the freedom and fun. Imagine having to wear a big old thing around your neck like that when you are out having fun and just being a dog? I'd say fix the fence and let the dog play in the natural. And in warm climes, I would hate a dog to be stuck outside in something like that, collecting heat.
