Support laws that say high volume breeders must have kennel licenses. No one can go on his property to inspect his kennels, because he doesn't have a license to breed. Breeders who sell directly to the public do not need a license and they have some of the worst puppy mills. Only breeders who sell to pet stores and brokers need a license.
